Rule -1.

Statement:  Subject + Main Verb + Object.

 Interrogative: Do/Does/Did + Subject + Present form of Verb?


Statement: I write. (Verb Present form)
Interrogative: Do I Write?

Statement: He/she/James writes.
Interrogative: Does he/she/James write?  (Subject is third person singular number)

Statement: He wrote. (Verb past form)
Interrogative: Did he write?

Rule - 2. 
Statement:  Subject + Auxiliary verb + Any form of Main Verb + Object.
Interrogative: Am/Is/Are/Was/Were/Have/Has/Had/Shall/Will/Can/M ay/Should/Would/Could/Might
 + Subject + Verb same as like Statement Sentence?

Statement: He is writing.
Interrogative: Is he writing?

Statement: You were not playing
Interrogative: Were you not playing?

Statement: He can walk. 
Interrogative: Can he walk?
